I have never come across these before.
 
They are hand painted wooden church pew markers, however I am unsure how they would have been used. Possibly placed on the seat at the end of each row.  This one has a green felt back, possibly to protect the wood of the seat.
 
They are great styling props and good if the number is significant to you.
