This is a charming French enamelled cast iron crachoir also known as a spittoon.
 
These were found in cafes, bars, restaurants and even at home. They were from a time when spitting was regarded as normal (late 1800’s early 1900’s) and it would have been filled with sand.
 
Nowadays they are very collectible and used as decorative pieces for the home making perfect candle holders or a decorative base for a flower arrangement.
It does have slight damage to the base with one of the scallops missing.
