This is a glorious Victorian country house kitchen toleware flour bin. 
In lovely clean condition and good original paintwork, this would make a fantastic log bin in a kitchen, beside the log burner (less trips outside for logs), equally it would also make a great and very unusual kitchen bin or laundry bin.
