Antique French rolled paper carrier bag/parcel handles from the French department store Printemps. 
Dating from around 1920, these were given to customers of the store to make carrying string wrapped parcels and shopping bags more comfortable to carry. Each handle is marked AU PRINTEMPS PARIS. Which is the store they were from. 
These are still so useful today to stop a heavy bag cutting into the fingers.
