This is a table top clerks box/till with an original ink well. 
Possibly from a country estate and used to pay the wages. It would likely have been used for money or something of similar value or importance, as it has a lock, unfortunately the key is long gone. 
The proportions suggest it may have been portable to a degree. It is small enough to put away and get out on a table only when required. 
This would be great on the hall table for keys, specs, notes, etc.
