I believe this to be a rare example of a GEC machinist floor lamp.
 
It is of very utilitarian, industrial design. The base is heavy and sturdy and the shade is brass with a beautiful aged patina.
 
It is a simple style as would be expected for something that was designed to be used in industry. Probably dates to around the 1940’s, however could be earlier. As you can see from the photographs it is very manoeuvrable and can be angled to a position to suit.
