A gloriously chippy pale blue painted rustic scratch built barrow. 
Beautiful worn blue colour. Fabulously decorative! 
Made entirely of wood, the wheel having a metal rim around the outside, like the old cart wheels would have been manufactured. 
Possibly Edwardian the handles are worn and smooth where we imagine some little hands have lovingly held them to push it down the garden. 
It still has lots of use for a mini gardener, or is a beauty as a decorative piece.
